I am questioning him. How people respond when you question them is often very enlightening. So far, I do not think he wants to be the sole arbiter of information. I think he has control issues. If there are Summoned who are working for their factions against their fellow Summoned, it's likely wise to have multiple types of backups as well as not have everybody know of them all. That would make it less likely that all information would disappear.
