I know of several Libertas citizens have been taken -- not Summoned -- including one of my own employees. Not all I have been personally in contact with. I do not think it is entirely about the Summoned alone.
I'm attempting to reach out to Nocwich to see if they can provide any additional aid.
I was there when one of us was taken, however... and all I can tell you is that they came bearing masks. Ritualistic, from what I can tell, and my experiences, but not an art form I've seen replicated in what I've studied of the Free Cities' history.
